Primary and secondary schools; school supervision and counseling

The governments are responsible for the technical and legal supervision of the state education authorities in the administrative district and the technical and legal affairs of the state primary and secondary schools.

School administration in the area of state primary and secondary schools is divided into three levels. The upper level is the Bavarian State Ministry of Education and Cultural Affairs, the middle level is the respective government and the lower level is the respective state education authority. The governments exercise school and service supervision over state personnel and are responsible for appointments to positions and school organization as well as the deployment of teaching staff.
