Branches of state or state-recognized higher education institutions of another state of the Federal Republic of Germany, a Member State of the European Union or a state with which freedom of services or freedom of establishment in the higher education sector exists on the basis of an agreement may be operated in the Free State of Bavaria if the State Ministry has determined that the requirements below have been met.

This also applies to educational institutions which, on the basis of cooperation with higher education institutions pursuant to sentence 1, wish to offer recognized and approved higher education courses in the Free State of Bavaria and award corresponding higher education qualifications and academic degrees.

The State Ministry must be notified immediately of any expansions or significant changes to the range of courses offered after the start of operations.
