Topics of cross-state significance are dealt with within the framework of the Standing Conference of the Ministers of Education and Cultural Affairs of the states, in which the Free State of Bavaria is represented by the Bavarian State Ministry of Education and Cultural Affairs. According to Art. 3 Para. 2 No. 1, 8 Para. 1 Sentence 1 of the Bavarian School Financing Act (BaySchFG), the local authorities are generally responsible for public school construction in Bavaria.
