In the election of district councillors, voters generally have as many votes as there are seats to be filled. There is the option of cumulation, i.e. up to three votes can be given to individual candidates. In addition, voters can also cast a plurality of votes, i.e. votes can be allocated to candidates from different lists.
Voters have one vote in the election of the district administrator.
Voting rights and eligibility
In principle, all Germans and all nationals of other European Union member states who have reached the age of 18 on election day, who have resided in the district for at least two months as their main place of residence and who are not excluded from the right to vote can vote.
Anyone wishing to be elected as a district councillor must be a citizen of the European Union on election day, have reached the age of 18, must not be excluded from eligibility and must have had a residence in the district for at least three months, which does not have to be their main residence, or have usually resided in the electoral district without having a residence. Anyone who is a German within the meaning of Art. 116 Para. 1 of the Basic Law on election day, has reached the age of 18, is not excluded from eligibility and has not reached the special age limit can be elected as a district administrator.

The municipal authorities keep a list of eligible voters for each electoral district.
The first mayor and members of the municipal council are generally elected for 6 years. Depending on the size of the municipality, 8 to 80 municipal council members are elected.
As honorary members of the electoral and postal ballot boards, electoral assistants are responsible for the proper conduct of elections and votes and for determining and establishing the results.
