Procedure details

Subject

Pupils whose usual place of employment is not in the district of the respective vocational school are guest pupils. In accordance with the provisions of Art. 10 and 19 of the Bavarian School Financing Act (BaySchFG), the school authority can demand a financial contribution to the costs of school expenses for them. This can either take the form of a guest school contribution or reimbursement of costs.

The Free State of Bavaria will contribute to the costs in cases where pupils have their usual place of residence outside Bavaria or pupils with the legal status of a residence permit (asylum seeker children). Subject to the allocation of funds by the Bavarian State Ministry of Education and Cultural Affairs, guest school fees or cost reimbursements are also granted for pupils who have a status under the law on foreign nationals listed in Art. 35 of the Bavarian Education and Teaching Act (BayEUG) (residence permit, toleration or enforceable obligation to leave the country).

Recipients of funding

The school authorities are eligible to apply.

Amount

The calculation of guest school fees and cost reimbursements is based on the provisions of Section 7 of the Implementing Regulation of the School Financing Act (AVBaySchFG) in conjunction with Annex 1 to the Implementing Regulation of the School Financing Act (AVBaySchFG).

A flat-rate guest school fee of EUR 1,925 has been set for business schools, which replaces the calculation in Annex 1. These flat rates are updated every two years.

  • Only the circumstances on the cut-off date of October 20 in accordance with Art. 113b para. 6 BayEUG are decisive.
  • In the case of vocational schools, the place of employment must also be outside Bavaria.
  • Requirement of a legally justified host school relationship (e.g. approval of cost reimbursement by the local government or training occupation in the KMK list) for cost reimbursement claims for pupils at vocational schools.
  • Requirement of a certain status under immigration law on the above-mentioned reference date (residence permit in accordance with Section 55 (1) sentence 1 of the Asylum Act (AsylG), residence permit in accordance with Sections 23 (1), 24, 25 (4) sentence 1, (5) of the Residence Act (AufenthG), toleration in accordance with Section 60a AufenthG or enforceable obligation to leave the country) in the case of guest school fees or cost reimbursement claims for children of asylum seekers.

  • Calculation documents
(only required for non-flat-rate guest school contribution claims)
  • Pupil lists with information on the usual place of residence of the individual pupils outside Bavaria

The application must be submitted in writing with the required information (see "Required documents") to the local government.
