The governments are responsible for the establishment and operation of state transitional homes for the accommodation of ethnic German repatriates, Jewish emigrants and, in special cases, foreigners entitled to stay.
In accordance with Section 126 of the Ordinance on the Implementation of Social Security Laws (AVSG), the respective government is responsible for setting up and operating state transitional homes to accommodate ethnic German repatriates and Jewish emigrants. In addition, foreigners entitled to stay (e.g. resettlement refugees, humanitarian admissions, local Afghan forces) are accommodated there in special cases. Transitional homes provide temporary accommodation and are generally not intended to be used by residents for longer than two years. The aim is always to provide the residents with suitable accommodation independently.
The state-owned properties or buildings rented for the Free State of Bavaria are taken into use in cooperation with the state building authorities and the state-owned company Immobilien Freistaat Bayern. Local needs are taken into account through close coordination with the administrative districts and independent cities. As demand decreases, the use of the respective properties is terminated.
The accommodation administration is responsible for equipping, managing and running the state-run transitional homes. The individual accommodation places are allocated to the residents.
