Aviation security program; application for approval of a change for a German air carrier

Procedure details

German air carriers operating flights within the European Union (EU) must ensure that their aviation security program is always up to date.

If you as an air carrier have an aviation security program, it must be continuously updated so that it remains valid and approved. You must apply to the Luftfahrt-Bundesamt (LBA) for changes to the aviation security program.

Changes to the aviation security program are, for example

  • new legal framework conditions
  • another person becomes aviation security officer or aviation security officer
  • Change of name of the air carrier
  • Changes that affect security measures
  • changes affecting the aviation security officers or the representatives of the aviation security officers
  • Other changes

You may only implement changes to new procedures after they have been approved by the LBA.

Depending on the change, it is either temporary or becomes a permanent part of the aviation security program.

  • You have an aviation security program and a valid operating permit
  • You submit the application
    • as aviation security officer or aviation security officer
    • by proxy

  • Required document/s

    in the event of changes to the security measures:

    • Aviation security program

    in the event of changes concerning the aviation security officer or the representative of the aviation security officer:

    • Declaration of commitment
    • Evidence for aviation security officers or new representatives of the air carrier
    • Copy of the background check
    • Training certificate
    • Proof of completed further training

    for other changes:

    • Attachments and evidence of other changes

    Please refer to the application form to find out which documents are required in your case.

To apply for a change to the aviation security program, please proceed as follows:

  • Go to the federal portal verwaltung.bund.de and complete the online application.
    • You will need the ELSTER company account for the online application.
  • You can upload your documents directly. Alternatively, you can send your notification and documents to the LBA by e-mail, fax or post.
  • The Federal Aviation Office will review the requested change to the aviation security program and coordinate any open questions with the aviation security officers.
  • Once your application has been processed by the authority, you will receive a notification and a fee notice.


Fee: EUR 100 - EUR 1,000

The fee depends on the changes to the content.

There is no deadline.

The processing time may vary depending on the particular circumstances of each case. The Luftfahrt-Bundesamt will provide information on the status of processing on request. (2 to 6 weeks)

There are no indications or special features.

    You can lodge an objection within 1 month.
