The Free State of Bavaria supports so-called support centers for people with disabilities and day structure facilities for adults with disabilities after working life (T-ENE) by granting grants to facility operators for construction investments.
The funding is intended to enable the employment, stimulation and activation of people with disabilities outside their home or residential group in so-called support centers or T-ENE facilities.
Visitors to support centres are people with disabilities who do not or do not yet meet the requirements for employment in a workshop and who can no longer find a place in the support group of a recognized workshop for people with disabilities (WfbM) - combined in groups or divided into individual groups in the work area.
T-ENE visitors are older people with disabilities who have reached the end of their working life, in particular those who have left the sheltered workshop or the support center. The aim is to provide them with needs-based assistance and enable them to lead as individual a life as possible.
The support centers and T-ENE facilities are permanent integration assistance facilities.
Support centres are independent integration assistance facilities that also cooperate with a recognized workshop in order to provide an introduction to the vocational training area of the workshop, to mitigate the consequences of the disability, to participate in life in the community and to relieve the family.
T-ENE facilities are independent integration assistance facilities that offer people with disabilities in old age a choice of different services according to their personal needs, so that this stage of their lives can be as self-determined as possible in accordance with the UN Convention on the Rights of Persons with Disabilities.
The (new) construction of support facilities or T-ENE facilities is the object of the funding. The operation and ongoing (building) maintenance are not eligible for funding. State grants are awarded for support facilities that are physically connected to recognized workshops for people with disabilities (WfbM) or physically connected to inpatient residential facilities. In exceptional cases, the construction of a separate support facility is also eligible for funding, provided it also cooperates with a recognized workshop.

Funding is not available for measures whose eligible expenditure does not exceed EUR 100,000.
Applications may be submitted by non-profit organizations with legal capacity.
The grant is awarded as a subsidy. The funding rate is up to 60% of the eligible expenditure. This funding is provided on the basis of a 30% contribution by the sponsor. Own contribution also includes funds from Aktion Mensch and similar funds granted to support own contribution.
Funding is provided as project funding by way of proportional funding in accordance with VV No. 2.2.2 of Art. 44 of the Bavarian Budgetary Regulations (BayHO). The grant is limited to a maximum amount upon approval.
The above-mentioned measures are funded in accordance with the Bavarian Budget Regulations if, among other things, the following conditions are met:
The applicant contacts the responsible district administration to check the need and the location and the subsequent determination of the need by resolution.
Notification of the planned project by the applicant to the office responsible for funding.
In the case of a future application with funding for the acquisition of land: Examination of the planned land prior to acquisition for its suitability as a location for a facility for the disabled and cost review by the responsible authority and district. The suitability of the property depends on the type and extent of use and the building regulations of the municipalities. For this reason, the suitability of the property should be coordinated with the municipal urban land-use planning department as early as possible in order to clarify the legal planning requirements, such as the type and extent of use, urban integration, architectural design and development in advance of the construction planning.
Preparation of a concept with a spatial and functional program by the applicant.
Expert advice to the developer and review of the concept and the spatial and functional program by the responsible authority and the district.
Determination of the spatial and functional program in cooperation between the responsible body and the district. This determination does not yet constitute a funding commitment.
The applicant enters the preliminary planning phase with a cost/area calculation and cost estimate in accordance with DIN 276 and coordination with the approval authorities. The approval body also advises the project sponsor on the basic technical and economic concept of the project and assesses the estimated expenditure.
The approval office will coordinate the overall financing.
The approval office notifies the project to the Bavarian State Ministry for Family, Labor and Social Affairs (StMAS) and, if the approval offices for housing promotion at the governments, the state capital Munich, the cities of Augsburg or Nuremberg are responsible, to the Bavarian State Ministry for Housing, Construction and Transport.
The StMAS decides on the inclusion of a project - within the scope of the available funds - in the annual funding program (JFP), taking into account the priority lists and the priority of the state in terms of disability. Decisions on the respective JFP are made depending on the state budget, among other things. Projects that cannot initially be considered due to a lack of funds must be submitted again the following year and will be considered again when the next JFP is drawn up.
The approval authorities inform the project sponsor of the decision made and, after submission of the necessary application documents, in particular the concrete design input planning with cost calculation in accordance with DIN 276, and after a technical building inspection, issue the approval notice regarding the granting of state funding (financing share of the StMAS). The district, which also participates in the investment funding, issues its own approval notice for its grant - usually 10% of the eligible expenditure.
The StMAS funding is usually approved using commitment appropriations if it is only due for payment in future years. This represents a binding commitment of funds for the responsible body, so that it can begin construction and be sure that these funds will actually be paid out in the following financial years. However, these state funds are not only disbursed according to the progress of construction (this is a basic requirement), but can only be disbursed successively within the framework of the expenditure funds available in the respective financial year and depending on the other projects also under construction. The consequence of this is that the sponsors have to provide interim financing for some of their projects. This is expressly pointed out to the sponsors in the approval notice.
Insofar as the funding procedure is carried out by the approval offices for housing promotion, the notification of the approved state funds is sent by the Bayerische Landesbodenkreditanstalt, which also handles the collateralization of the approved funding and disburses the funds.
The application and approval process is free of charge.
The projects must be reported to the Bavarian State Ministry for Family, Labor and Social Affairs by March 15 of each year for inclusion in the annual funding program of the respective year (see above). The projects should therefore be reported to the governments by the applicants by mid-January of each year at the latest.
At least 1 to 2 years should be allowed for the above-mentioned process. If the project has been allocated annual funding, the processing time from application to notification of approval is approx. 3-6 months.
