The nationwide public shelter concept for civil defense purposes was abandoned by the federal government in 2007. If the federal government no longer requires the shelters built in connection with the federal government's civil defense tasks for civil defense purposes, their reversal is planned as part of a procedure specified by the federal government. The reversal of the shelters is primarily associated with their release from the civil defense obligation and the lifting of the so-called prohibition of alteration.
Of the reversals that have been carried out in the meantime, particular mention should be made of domestic shelters in accordance with Section 8 of the Civil Protection and Disaster Relief Act (ZSKG), which have been reversed across the board by means of corresponding general decrees issued by the district administrative authorities.
In the case of public shelters in accordance with Section 7 ZSKG, reversals are carried out on a case-by-case basis with a corresponding agreement between the parties involved. Insofar as public shelters are still subject to civil defense obligations, they are managed and maintained by the respective municipalities or by the respective property owners to whom this has been transferred. The point of contact for matters relating to these shelters is the respective government.
In connection with the war in Ukraine, the federal government suspended the reversal of the public shelters that are currently still subject to the civil defense commitment, also in order to review the previous requirements regarding the reversal of public shelters in connection with an inventory of the public shelters that have not yet been reversed. The results of the review, which has since been completed, are now to be incorporated into a modern shelter concept adapted by the Federal Ministry of the Interior to the changed global political situation.

Financial support for the construction of shelters for civil protection purposes is no longer provided.
