Partial unemployment benefit; application

If you have held several jobs subject to compulsory insurance alongside each other and lose one of these jobs subject to compulsory insurance, you can apply for partial unemployment benefits.

Partial unemployment benefit is a remuneration replacement benefit and is intended to partially replace the remuneration that employees cannot earn due to partial unemployment.

You are entitled to partial unemployment benefit if you are

  • are partially unemployed
  • you have personally registered as partially unemployed with the relevant employment agency and
  • have completed the qualifying period for partial unemployment benefit.

Entitlement to partial unemployment benefit arises when you first meet all the eligibility requirements: as a rule, this is the day on which you personally register as (partially) unemployed.

Duration of partial unemployment benefit

You are entitled to partial unemployment benefit for 6 months.

Amount of the partial unemployment benefit

Your partial unemployment benefit is usually calculated on the basis of the gross pay you earned on average in the last year before your entitlement to partial unemployment benefit arose in the employment you lost. The amount is

  • 67 percent for the partially unemployed with one child
  • for the other partially unemployed 60 percent

of the gross pay reduced by the statutory deductions that usually apply to employees.

While you are receiving partial unemployment benefits, you are generally covered by statutory health, nursing care and pension insurance.

You are covered by accident insurance if you receive a special request to visit the Employment Agency or another office while receiving benefits.

You must notify the Agency immediately of any changes (such as illness, vacation, moving, starting a job), most easily online. Alternatively, you can make the notifications in writing, by phone, or in person.

You are entitled to partial unemployment benefit if you are

  • are partially unemployed,
  • have registered personally with the relevant employment agency as partially unemployed, and
  • have completed the qualifying period for partial unemployment benefit.

You are partially unemployed if you

  • have lost an employment that is subject to compulsory insurance and that you have held in addition to at least one other employment that is subject to compulsory insurance,
  • are still engaged in the other employment(s) subject to compulsory insurance,
  • are looking for a new employment subject to compulsory insurance
  • are available to the placement efforts of the Employment Agency. In other words, they are able and willing to take up employment subject to compulsory insurance under conditions customary in the labor market.

Employment subject to compulsory insurance is employment in which you earn more than EUR 450.00 gross per month.

If the continued employment subject to compulsory insurance covers at least 15 hours per week, you are considered partially unemployed. If you also lose this employment, you are no longer partially unemployed and are not entitled to partial unemployment benefits. If you wish to continue receiving benefits, you must immediately register for unemployment in person and apply for unemployment benefits.

If your continued employment is less than 15 hours, you are partially unemployed if you seek employment for less than 15 hours per week.

The partial unemployment registration must be made in person at your competent employment agency. With the personal partial unemployment registration, the partial unemployment benefit is considered as applied for.

You have fulfilled the qualifying period for partial unemployment benefit if you have worked in several jobs subject to compulsory insurance for at least 12 consecutive months in the last 2 years prior to the partial unemployment registration and the partial unemployment that has occurred.

The entitlement to partial unemployment benefit expires

  • at the latest after one year has elapsed since it was created, even while receiving benefits, or
  • if you meet the requirements for entitlement to unemployment benefit, or
  • if you take up gainful employment for more than 2 weeks or with a working time of more than 5 hours per week.

Crediting of additional income:

  • If you are engaged in gainful employment that is not subject to compulsory insurance while receiving partial unemployment benefits and that does not result in the expiration of your entitlement, a check will be made to determine whether and to what extent the additional income is to be credited against the partial unemployment benefits.
  • Income from continued employment subject to compulsory insurance is not ancillary income and is therefore not offset.

  • Required document/s
    • Identity card with current registration address
    • Passport/replacement document in connection with current registration certificate
    • In the case of online partial unemployment registration: ID card with activated and activated online ID function
    • Certificate of employment from the lost job (to be completed by the employer)
    • Certificate for the receipt of partial unemployment benefit for the continuing employment relationship (to be completed by the employer)

    The competent authority may request further documents, for example

    • Certificate of additional income

You can apply for partial unemployment benefits in person at your local office of the Federal Employment Agency.

  • Please register as partially unemployed in person at your local employment agency. You will receive the application form there.
  • Fill out the application form.
  • Make an appointment at the Employment Agency and submit the completed application.
  • You may have to fill out "additional sheets" if the Employment Agency requires further information.
  • The Employment Agency will then check your entitlement to partial unemployment benefits.
  • You will receive a written decision by mail regarding the approval of benefits, which will also state the amount and period of payments.
  • If your application documents or other reasons do not yet allow a final decision, the Employment Agency may grant you an advance payment. This only applies if your entitlement to benefits exists on the merits.
  • The partial unemployment benefit will be transferred monthly in arrears, free of charge, to the account you have specified. This means that the benefit for the current month will be paid at the end of the month.
  • In exceptional cases, you can have the partial unemployment benefit paid out in cash. You can submit the "payment order for settlement" to your financial institution for credit within one month or have the amount paid out in cash to yourself (or to a person appointed by you) at any Deutsche Post or Deutsche Postbank payment office. However, this will incur additional costs

Partial unemployment benefits are deemed to have been claimed when you personally register for partial unemployment, unless you make a different declaration. You avoid disadvantages if you

  • register for partial unemployment in person on the 1st day of partial unemployment at the latest,
  • register as a jobseeker in due time,
  • immediately report any changes that occur in your personal circumstances after you have filed your claim.
