The government of the Upper Palatinate supervises the activities of the state-recognized training centers for the accelerated basic qualification and further training for the whole of Bavaria.

The government of the Upper Palatinate may use suitable persons or bodies to carry out the monitoring, who are authorized to enter the teaching and business premises of the training centre during office and business hours, to carry out inspections and inspections there and to attend classes.

The inspection shall be carried out without prior notice with regard to teaching; with regard to an inspection of the premises alone, the inspection shall be announced at least two days in advance.

The content of the inspection is in particular to check whether training courses have been or are being held properly within the framework of professional driver qualification law; both the relevant statutory regulations and any state recognition (with conditions) must be taken into account.

An on-site inspection must be carried out at least every two years; otherwise, this period may be set at four years if no or only minor deficiencies have been identified in two consecutive inspections.

For the purpose of monitoring, the training centers are obliged to provide the following information to the government of the Upper Palatinate in writing or electronically no later than five working days before conducting a course under the BKrFQG:

  • the address of the location where the instruction is to take place,
  • the date,
  • the start and end of the planned teaching units,
  • the subject matter of the course in accordance with Annex 1 of the BKrFQV and
  • the responsible instructor.

  • information on teaching staff, classrooms and other teaching resources
    (to be kept available on site during monitoring)

The monitoring of training centers is usually initiated ex officio; the person to be monitored must cooperate in the inspection. The result of the monitoring is communicated to the responsible government/district administrative authority. If no or only minor deficiencies have been identified in two consecutive inspections, the government of the Upper Palatinate may set the monitoring frequency to four years.

Otherwise, the result of the inspection can lead to far-reaching consequences for the training center.

In addition to the initiation of administrative offence proceedings, the government of the Upper Palatinate may revoke the state recognition of state-recognized training centers.

Fees: EUR 30.70 - 511.00 (depending on the administrative costs)

Expenses (in particular for the expert/examiner) are charged in accordance with the scale of fees for road traffic measures (GebOSt).
