Procedure details

According to the Animal Health Act, livestock owners are obliged to pay annual contributions to the animal disease fund for certain animal species. In Bavaria, contributions must be paid for cattle including water buffalo, bison and bison, horses, pigs, sheep, chickens and turkeys. Extensive benefits are provided from the contributions collected.

The obligation to pay contributions is based on the Animal Health Act and the relevant state regulations, the institutional statutes (Sections 11 and 12) and the contribution statutes of the Bavarian Animal Disease Fund.

The Tierseuchenkasse collects the annual contributions to fulfill its statutory duties. The contributions are claimed by means of a payment notice. The contribution statutes determine the amount of contributions separately according to animal species. The basis for the assessment of contributions is the annual livestock report submitted by livestock owners on January 1 of the contribution year.

The livestock report can be submitted either using the Bayerische Tierseuchenkasse report form, via the Internet or using a QR code.

    • Reporting form
Livestock owners receive this before the start of the contribution year for which they notify their livestock to the Tierseuchenkasse. New herds must be notified to the Tierseuchenkasse.

In principle, the number of animals present on January 1 of each year is decisive for calculating the contribution. If the stables are not or only partially occupied on the reference date, the annual average number of animals (chickens, turkeys) or the number of normally occupied stables (pigs) is used as a basis.

The livestock owner must notify the Tierseuchenkasse of the size of his herd (as at January 1) by January 20 of the contribution year at the latest. If no notification is made, 120% of the number of animals in the previous contribution year will be used as the basis for levying the contribution, without the obligation to notify ceasing to apply.

The Bayerische Tierseuchenkasse is a state institution for combating animal diseases. It provides compensation and aid in the event of animal losses due to notifiable diseases, supports measures to combat communicable animal diseases and promotes preventative measures to keep livestock healthy. As an institution under public law with legal capacity, it is subject to supervision by the Bavarian State Ministry of the Environment and Consumer Protection.

The Federal Animal Health Act provides the framework for state animal disease control in the federal states. The Bavarian Act on the Implementation of the Animal Health Act (BayAGTierGesG) regulates the tasks of the Bavarian Animal Disease Fund in detail. The institution's statutes specify the fulfillment of its tasks.

Among other things, the Animal Disease Fund has the task of

    • to determine the legally prescribed compensation for animal losses and to pay out compensation and voluntary benefits on behalf of the state
    • to grant voluntary aid for animal losses due to epidemics, epidemic-like diseases or as a result of measures to combat them,
    • to support measures for the planned control of transmissible animal diseases and preventive measures to keep livestock healthy,
    • to perform the tasks assigned to it by the Act on the Implementation of the Animal By-products Disposal Act.
