On behalf of the Free State of Bavaria, Bayerische Eisenbahngesellschaft (BEG) plans the services of Bavaria's local rail passenger transport (SPNV) - regional trains and suburban trains. It is also responsible for quality assurance and financing.
With the regionalization of local rail passenger transport as part of the rail structure reform, the Free State of Bavaria assumed responsibility for the tasks and financing of regional rail passenger transport in Bavaria in 1996. BEG acts as the planning and ordering organization for regional rail transport in the Free State of Bavaria on behalf of and in accordance with the specifications of the Bavarian State Ministry for Housing, Construction and Transport.
Planning
BEG plans the services of the Bavarian regional rail passenger transport system, i.e. it determines the timetable, the transfer options and the minimum capacities on the individual routes - depending on passenger volumes, the existing infrastructure and the available financial resources.
Funding
Around half of the SPNV is financed by fare revenue. The other half is covered by government grants. The BEG has the task of investing this tax money in the best possible way for the benefit of passengers. Its most important instrument is competitive tendering procedures: BEG puts the operation of individual routes and route networks out to tender and awards the transport services to the company with the most economical offer - the best offer in terms of price and quality.
Quality assurance
In the contracts with the rail transport companies, the BEG stipulates detailed minimum requirements for the quality of the transport services: from cleanliness on the trains and the number of train attendants to passenger information. The BEG carries out regular checks to ensure that these quality criteria are met in actual rail operations. The results have a direct impact on the companies - in the form of bonus or penalty payments.
