The transportation of passengers in bundled on-demand services for a fee or for business purposes is subject to the provisions of the Passenger Transportation Act (PBefG) and is therefore generally subject to approval.
Bundled on-demand transportation is a form of occasional transportation by car. In this form of transport, transport orders from different passengers are bundled along similar routes (individual seat rental). The company may only carry out the orders if they have been ordered in advance. In principle, transport orders may only be carried out within the municipality in which the company has its registered office.
In urban and suburban transport in particular, the company must achieve a fixed bundling quota.
The licensing authority determines individual tariff-related regulations (in particular minimum transport charges). It can also regulate further requirements for the transportation of passengers in bundled on-demand transport (e.g. obligation to return, service area, accessibility, emission requirements, social standards).
You can obtain the permit for a maximum of five years. A reissue is possible.

Note: If you wish to apply for an extension of the permit, you must submit a permit application with the required documents to the competent authority in good time before the expiry of the expiring permit.
The competent body will usually decide on your application within three months of submission of the verifiable application.
This period can be extended by a maximum of a further three months. The prerequisite is that the competent authority has announced this in good time (within the first three months) in a written interim decision.
