Purpose

The existing range of women's shelters is to be expanded quantitatively and adapted qualitatively to the needs of certain groups of people by means of state subsidies.

Object

Funding is provided for investment and material expenditure to create additional places in women's refuges, to adapt existing places in women's refuges to the special needs of women with disabilities and impairments, with older sons or with many children and to relocate the women's refuges as required.

Eligible costs

Eligible costs are

  • Expenditure for the procurement of real estate, in particular for new construction and purchase as well as rental of houses or apartments and for the necessary equipment including initial furnishing; rental costs (one-off funding) may be eligible for funding in the amount of the difference between the rental costs resulting from a measure within the meaning of No. 4.1 of the guideline and the previous rental costs;
  • expenditure for structural alterations, in particular conversion, extension and adaptation to the special requirements specified under No. 4.1 of the guideline and for the necessary equipment including initial furnishing;
  • Expenses for acquisition and ancillary construction costs, in particular planning costs, valuation costs, approval costs, land registry costs and estate agent costs;
  • expenses for the relocation of the women's shelter including services.

Type and amount

The funding is granted as a subsidy.
The type of grant is a project grant.

The state grant is awarded as part of project funding as fixed-amount funding.

The amount of the grant is up to 50,000 euros per additional women's shelter place created or adapted to meet demand, up to a maximum of 90% of the eligible expenditure. If the measure fulfills both of the funding requirements listed under No. 4.1 of the guidelines at the same time for each place, this does not increase the grant.

The central associations of non-statutory welfare organizations or providers of state-funded women's shelters that are members of a central association are eligible to apply for and receive funding. Recipients of funding may also be providers of new women's shelters that are members of an umbrella organization of non-statutory welfare services, who undertake to meet the funding requirements in accordance with No. 1.4 of the Guidelines for the Funding of Women's Shelters, Specialist Advice Centres (Emergency Calls) and Intervention Centres in Bavaria, as amended, after commencement of operations, and for whom a positive conclusion of the procedure in accordance with No. 5.3 of the Guidelines for the Funding of Women's Shelters, Specialist Advice Centres (Emergency Calls) and Intervention Centres in Bavaria, as amended, is to be expected.

Funding is provided for measures that serve to

  • to create and move into additional women's shelters in order to ensure the provision of one shelter place per 10,327 inhabitants aged between 18 and 80 years, whereby the occupancy rates of the women's shelter in question over the past five years must also be taken into account when assessing the need,
  • to adapt additional or existing places in women's shelters to meet demand by means of structural or technical modifications, in particular for the use of physically disabled women, women with visual impairments or women with hearing impairments or to meet the special needs of women with older sons or women with many children, and to move into these.

Funding will only be provided if a statement has been agreed between all municipalities assigned to the women's shelter, which confirms the necessity of the measure and the willingness to bear any follow-up costs. The statement is not required for measures to adapt to special needs, the cost of which does not require municipal co-financing and which do not entail any follow-up costs for the assigned municipalities.

The grant recipient must provide at least 10% of the eligible expenditure from its own funds.

Funding is provided upon application by the women's shelter provider.

The maximum approval period is 36 months.

The application must be submitted in writing or electronically using the forms available from the Government of Middle Franconia (approval authority) up to four months before the start of the measure. This deadline does not apply to applications submitted in 2019.

The granting authority reports the project to the State Ministry for Family, Labor and Social Affairs. This decides on the basic eligibility of the project.

If the requested funding exceeds the available budget, applications for the creation of additional places in women's shelters have priority over applications for the needs-based adjustment of places in women's shelters. Otherwise, the order of approval for applications that meet all application requirements is determined by the time of receipt of the application or the time at which an application meets all requirements.
