The Free State of Bavaria supported the Bavarian municipalities with the special swimming pool funding program for the renovation of their swimming pools. The aim of the program is to maintain municipal swimming pools as a prerequisite for children and young people to learn to swim.

The purpose of the funding is to maintain the municipal swimming pools as a prerequisite for children and young people to acquire the ability to swim.
Funding is provided for
Only pools that are suitable for swimming and have a water depth of more than 60 cm are eligible for funding, as are the changing rooms, shower areas, toilet facilities and technical areas associated with the pool operation.
Not eligible for funding are saunas, restaurants, slides, diving pools and towers, paddling pools, land acquisition, etc.
Recipients of grants are municipalities, rural districts, districts, administrative communities and municipal special-purpose associations, but not independent municipal companies under public law or municipal companies in the legal forms of private law.
If a municipal company or association operates a swimming pool and wishes to carry out eligible measures, the municipality can apply for the grant under certain conditions and requirements and forward it to the company or association.
The expenditure required for the measures is eligible for funding. In 2025, the eligible expenditure is capped at a maximum of EUR 16,890 perm2 of water surface of the eligible pools and a maximum of EUR 8,446,000 gross. These values are adjusted annually. The eligible expenditure must amount to at least 100,000 euros (de minimis limit). The values are reduced accordingly for municipalities entitled to deduct input tax.
The grant is provided as project funding by way of proportional financing.

As a rule, this results in a funding rate that is half as high as it would be for a public school or school sports facility funded under Art. 10 BayFAG in the relevant municipality.
In justified individual cases, financially weak municipalities that are particularly negatively impacted by demographic developments can receive a funding rate of up to 90 percent.
A funding bonus of 10 percentage points is granted for projects within the framework of inter-municipal cooperation.
The subsidized pools must be kept available for general use. Regular use for swimming lessons must be proven. Funding for the measure must be secured and construction must not yet have begun.
A measure cannot be funded in this special program if it is eligible for funding under Art. 10 of the Bavarian Financial Equalization Act (BayFAG), in the program "Promotion of public tourism infrastructure facilities (RÖFE)" or in another program of the Free State or the federal government.
The funding application must be submitted to the responsible district government in paper form or by email using the application form under "Forms" with the documents specified there. Early consultation with the funding bodies at the district governments is recommended. The measures are funded in the order in which the complete, verifiable documents are received by the funding bodies. The approval offices keep lists of measures.
The funding program expires at the end of 31.12.2026.
The project may only be started after approval has been granted. Exceptions are only possible with the approval of the licensing authority. Planning and consulting services do not count as the start of the project.
