The Free State of Bavaria grants subsidies to districts and municipalities for the construction or expansion of municipal roads, insofar as they are urgently needed to improve traffic conditions.
The following projects can be funded from the Bavarian Municipal Transport Financing Act (BayGVFG):
Construction or expansion of:
under the responsibility of municipalities or administrative districts as well as
in local thoroughfares for which the municipalities are not responsible for the construction of the roadways;
Irrespective of the construction responsibility, projects in accordance with letters e and f can also be funded if they are carried out by independent municipal companies under public law or municipal companies in private legal form.
Construction is to be equated with new construction. Expansion means a structural change to the location, cross-section or load-bearing capacity of existing traffic routes that is urgently required to improve traffic conditions. This also includes the construction of traffic light systems at junctions and an increase in the load-bearing capacity ("substance increase") of engineering structures.
If construction projects are development projects in accordance with Sections 127 et seq. of the German Building Code (BauGB), only those costs that are not attributable to development costs can be funded.
Grants can be awarded to administrative districts, municipalities and municipal associations, provided they are responsible for the construction of the eligible roads.

Proportional or fixed-amount funding is granted in relation to the eligible costs. The amount of funding is calculated in accordance with No. 7 RZStra.
The funding application must be submitted to the responsible district government.
The project must not have been started yet. Please note that there is a deadline for the submission of applications for grants from BayGVFG funds. Applications must be submitted by September 1 of the year preceding the start of funding at the latest.
Crossing agreements may be subject to approval in accordance with Section 5 EKrG.
New crossings of railroads and roads suitable for motor vehicles must always be built as overpasses. An exception to this rule may be permitted in individual cases, particularly in the case of light traffic.
The governments advise municipal road authorities on crossing measures in accordance with the Railway Crossings Act.

Municipal financial equalization covers a large part of the financial relationships between the Free State of Bavaria and its municipalities (municipalities, rural districts and districts) as well as between the municipalities themselves.
The Free State of Bavaria supports the Bavarian cities, municipalities and districts in financing the construction and maintenance of their roads by granting lump-sum road maintenance grants.
With the special "Stadt und Land" program, the federal government is supporting the federal states and local authorities in improving cycling infrastructure.
