Regional planning is a state task. It coordinates the spatial development of a region and is subject to the requirement of sustainability. Bavaria is divided into a total of 18 planning regions. The bodies responsible for regional planning are the regional planning associations, which fulfill this state task in a delegated sphere of activity.
The responsible higher state planning authority fulfills a dual function in the area of regional planning: on the one hand, it is responsible for the legal and technical supervision of the regional planning associations (e.g. declaring the regional plans binding), and on the other hand, it provides the regional planning associations with the necessary resources (e.g. so-called regional commissioners for technical support in fulfilling their tasks).
As the "planning offices" of the regional planning associations, the regional commissioners develop the necessary technical basis for the association's work. Their most important tasks are the preparation of documents for the updating of regional plans, the preparation of statements, particularly on urban land-use planning and regional planning procedures, as well as the coordination of expert opinions.
In Bavaria, regional plans are drawn up by the regional planning associations for the 18 planning regions.
