The duties of the district administrator include preparing the items to be discussed at the meetings of the district council and convening the district council for the meetings, stating the agenda and giving reasonable notice.
The district council is convened by the district administrator, for the first time within four weeks of the election. In urgent cases, the district council can be convened for extraordinary meetings. It must be convened if the district committee or one third of the district councillors so request, stating the item to be discussed.
The rules of procedure of the district council contain provisions on the notice period and form of the invitation to meetings as well as on the course of business of the district council, the district committee and the other committees.
The time and place of the meetings of the district council must be announced publicly, stating the agenda, no later than the fifth day before the meeting.
