Procedure details

Driving instructors, holders of the seminar permit for advanced seminars or traffic pedagogy as well as training driving instructors are subject to a statutory training obligation. The providers of these training courses require recognition.

The government in whose district the provider is based is responsible for recognizing the providers of further training courses for driving instructors and training driving instructors in accordance with Section 53 (1) and (3) of the Driving Instructors Act (FahrlG).

The government of the Upper Palatinate is responsible for the whole of Bavaria for the recognition of providers of advanced training courses for holders of a seminar permit for advanced training seminars or a seminar permit for traffic pedagogy in accordance with § 53 Para. 2 FahrlG.

Recognition as a training course provider is granted if

  • an appropriate syllabus is submitted which complies with the requirements of Section 17 of the Implementing Ordinance to the Driving Instructors Act,
  • suitable instructors are available who are able to impart the necessary skills in their area of responsibility,
  • the necessary teaching materials and classrooms are available,
  • there are no concerns about the applicant's reliability.

  • Information on the teaching material / teaching aids
    (if applicable, data of the publisher/editor, vehicle registration certificate, general operating permit/transfer of use)
  • Information about the classrooms
    (if applicable, plan/floor plan, pictures, information on furnishings, rental agreement/transfer of use)
  • Curriculum and seminar plans
  • Further documents may be required in individual cases
    (e.g. certificate of good conduct, extract from the central trade register, information from the driving aptitude register)

The application must be submitted to the responsible government in writing or electronically (by e-mail). If the requirements are met, official recognition will be granted in the form of a decision.

The other governments and the district administrative authorities will receive a copy of the decision.

Fees: 102.00 to 358.00 EUR (depending on the administrative costs)

Expenses are charged in accordance with the scale of fees for road traffic measures (GebOSt).

Recognition as a provider of advanced training courses under driving instructor law can be applied for for individual courses or for all courses.

    The government of the Upper Palatinate supervises driving instructors, driving schools and their branches, driving instructor training centers and providers of driving instructor seminars and courses. It may make use of suitable persons and bodies (experts) for this purpose.
