The Mobile Special Education Services exist in all special educational disciplines (special needs in vision, hearing, physical and motor development, social and emotional development, language, intellectual development and learning) as well as for issues relating to autism in pupils at all types of schools.

The work of the Mobile Special Education Services (MSD) is laid down in Art. 21 para. 1 sentence 1 BayEUG. The MSD provides specialist special educational support to mainstream schools in their task of providing inclusive education. The tasks are specified in § 43 Para. 1 BaySchO:

  • Advising and supporting teachers and head teachers at mainstream schools in matters relating to the education of pupils with special educational needs and inclusive school development,
  • Determination of special educational needs,
  • Preparation of the special educational needs diagnostic report, support, promotion and guidance of pupils with special educational needs and their parents/guardians in the transition between schools,

Inclusive teams can be formed to ensure effective cooperation between the MSD and general schools (especially primary and secondary schools).

Other (mobile) services offered by special schools

  • Mobile special educational help

    Early help is the most effective form of help. Interdisciplinary early support through mobile special educational assistance in the family and kindergartens/daycare centers as well as in early intervention centers is a preventive service to counteract developmental risks in children through early detection, counseling and support.
    Mobile special educational assistance is provided in accordance with Art. 22 of the Bavarian Education and Teaching Act, Para. 2 as
    • Special educational assistance in the family
    • Special educational assistance in the day care center
    • Interdisciplinary support at the early intervention center
  • Alternative school provision (ASA)

The term "AsA" (Alternative School Offer) refers to an in-house school development and support program for children with a focus on emotional and social development (esE) at primary and secondary schools. A tandem consisting of a teacher from the special school and a teacher from the primary or secondary school ("AsA tandem") supports the development of the entire school staff in order to respond as a team to the needs and challenges of pupils with special educational needs esE in a preventative, action-oriented and appreciative manner.

  • Use in cooperation classes

In accordance with Art. 30a of the Bavarian Education and Teaching Act, a group of pupils with special educational needs are taught together with pupils without special educational needs in cooperative classes at elementary school, secondary schools and vocational schools. Support is provided on an hourly basis by the Mobile Special Education Services.

All pupils in the class benefit from the support provided by the Mobile Special Education Services in cooperative classes. Support plans drawn up together with the responsible teachers from the mainstream school, team teaching, the design of differentiated lessons and open forms of teaching are characteristics of successful work in cooperative classes.

  • Use in the context of cooperative language support (KSF)

Many children starting school, regardless of their mother tongue, can significantly improve their learning ability through targeted language support. Cooperative language support is a building block in the range of preventative support services. At KSF, a special education teacher and an elementary school teacher work together as a team in the first year of an elementary school to implement targeted language support measures in the classroom.
