Procedure details

The use of plant protection products should be minimized as far as possible in areas that are used by the general public.
These areas include, for example

  • Public parks and gardens,
  • green spaces in publicly accessible buildings,
  • publicly accessible sports grounds including golf courses,
  • school and kindergarten grounds,
  • playgrounds,
  • cemeteries and
  • Areas in the immediate vicinity of healthcare facilities

If you are a qualified person, you can only use certain plant protection products on these areas after obtaining approval from the Federal Office of Consumer Protection and Food Safety (BVL).
You can obtain approval if

  • the plant protection product is already authorized and an extension of the authorization is only applied for this specific application and
  • there is a public interest in the application and
  • the examination shows that the plant protection product has no harmful effects on the general public due to its chemical properties when used properly and as intended.

Excluded from authorization are plant protection products that

  • are classified in certain hazard classes or
  • which are endocrine disruptors for humans.

    Apart from the application form, you do not need to submit any other documents.

You must submit a written application for approval. Proceed as follows:

  • Open the BVL website and download the "Application for approval of the use of an authorized plant protection product in an area of application specified in the authorization for use on areas intended for the general public".
  • Complete the application on your computer, print it out, sign it and send it to the BVL by post or e-mail (200@bvl.bund.de).
  • The BVL will check your application.
  • You will receive an approval or rejection by post.

EUR 10,200 to EUR 23,500

You do not have to comply with any deadlines for the approval.
The approval is valid for as long as the main approval of the plant protection product.

It usually takes up to 120 days until you receive a notice of approval from the BVL.
