Procedure details

The Construction Products Regulation (CPR) requires notification for bodies that are authorized to carry out tasks of an independent third party for the assessment and verification of constancy of performance.

Depending on the scope of involvement in the assessment and verification of constancy of performance of construction products (AVCP system), the CPR distinguishes between three types of notified bodies:

  • Notified testing laboratories for establishing the performance of the construction product (AVCP system 3),
  • Notified factory production control certification bodies for the verification and certification of the manufacturer's factory production control (AVCP system 2+),
  • Notified product certification bodies for the attestation of constancy of performance of the construction product (AVCP system 1 and 1+).

The AVCP systems are regulated in detail in Annex V of the Construction Products Regulation. The basis for the activities of the notified bodies (NB) is the respective technical specification and the defined AVCP system.

The most important requirements for notified bodies include impartiality, the absence of conflicts of interest, technical competence, sufficient experience and suitable premises and technical equipment.

The requirements are regulated in detail in Article 43 of the Construction Products Regulation.

The prerequisite for notification is accreditation by the Deutsche Akkreditierungsstelle GmbH (DAkkS). As part of this procedure, the DAkkS also checks whether the special requirements of the CPR (Article 43) are fulfilled.

  • The following evidence is required for notification:
    • for testing laboratories: accreditation according to DIN EN ISO/IEC 17025
    • for certification bodies: Accreditation according to DIN EN ISO/IEC 17065
    • for both: Annex to the accreditation certificate on the fulfilment of the requirements of the Construction Products Regulation

Submit the accreditation certificate(s) including annexes together with the completed application form(s) to the Institut für Bautechnik (DIBt).

If the requirements for acting as an independent third party are met, DIBt issues a corresponding notification and notifies the body to the European Commission and the other EU Member States.

  • Notification related to construction products: 500 to 10,000 EUR
  • Horizontal notification: EUR 1,000 to 10,000
  • Extension and amendment of notification: EUR 250 to EUR 5,000
  • Revocation and withdrawal of notifications: EUR 500 to 10,000
  • Official acts in the context of the inspection of notified testing and certification bodies, insofar as these do not lead to the revocation or withdrawal of notifications: per working hour or part thereof, fee in accordance with tariff item 5 letter e) of the German Institute for Building Technology's schedule of fees
