In order to be able to participate in the assessment and verification of the constancy of performance of construction products within the framework of CE marking, independent third-party bodies (testing laboratories and certification bodies) require notification.

The Construction Products Regulation (CPR) requires notification for bodies that are authorized to carry out tasks of an independent third party for the assessment and verification of constancy of performance.
Depending on the scope of involvement in the assessment and verification of constancy of performance of construction products (AVCP system), the CPR distinguishes between three types of notified bodies:
The AVCP systems are regulated in detail in Annex V of the Construction Products Regulation. The basis for the activities of the notified bodies (NB) is the respective technical specification and the defined AVCP system.
The most important requirements for notified bodies include impartiality, the absence of conflicts of interest, technical competence, sufficient experience and suitable premises and technical equipment.
The requirements are regulated in detail in Article 43 of the Construction Products Regulation.
The prerequisite for notification is accreditation by the Deutsche Akkreditierungsstelle GmbH (DAkkS). As part of this procedure, the DAkkS also checks whether the special requirements of the CPR (Article 43) are fulfilled.
Submit the accreditation certificate(s) including annexes together with the completed application form(s) to the Institut für Bautechnik (DIBt).
If the requirements for acting as an independent third party are met, DIBt issues a corresponding notification and notifies the body to the European Commission and the other EU Member States.
As impartial third-party bodies, testing, inspection and certification bodies help to ensure that construction products meet the requirements and can be used safely. Recognition is required in order to operate as such.
