The defense of the Federal Republic of Germany, including the protection of the civilian population, is the sole responsibility of the federal government. A distinction is made between military and civilian defense in this so-called overall defense within the framework of a state of tension and defense.

Civilian defense includes all non-military defense measures and relates in particular to the following four main areas of responsibility:

  • Protection of the civilian population (civil defense)
  • Supplying the civilian population and armed forces with goods and services
