The task of civilian defense is to ensure the maintenance of state order, the protection of the population and its supply in the event of a state of tension or defense.
The defense of the Federal Republic of Germany, including the protection of the civilian population, is the sole responsibility of the Federal Government. As a holistic security concept, overall defense is based on the two pillars of military defense and civilian defense.
Civilian defense encompasses all non-military defense measures and relates in particular to the following four main areas of responsibility:
Accordingly, the preparation and implementation of civilian defense measures includes all areas of responsibility of the administration that are of importance to the Federal Republic of Germany in the event of tension and defense, with the federal states and their agencies acting within the framework of the federal administration. In Bavaria, the coordination of civil defense is the responsibility of the Bavarian State Ministry of the Interior, for Sport and Integration.
In the course of the fundamental changes in the political and military situation in Europe in the 1990s, the civil defense provisions relating to the case of tension and defense were scaled back. Against the backdrop of global developments, it is now necessary to rebuild these in a sustainable manner in a process involving society as a whole, in close coordination with the armed forces and with the involvement of the private sector.
The current basis for civilian defense and its further development is the "Concept for Civilian Defense - KZV", which the Federal Government adopted on 24.08.2016 (see "Further links").
With regard to other threats that are detached from the circumstances of a state of tension and defense, the precautions required to protect the Federal Republic of Germany and its population are taken on the basis of and in further development of emergency response, in particular by the security authorities and the police as well as civil protection.
