A through road is that part of a federal road, state road or district road that lies within the built-up area and also serves the development of the adjacent properties (development area E) or the multiple linking of the local road network (linking area V). The defined local thoroughfare has legal significance for the road construction responsibility for the respective road section.
The boundaries of the local thoroughfare are predominantly marked by white signs on the roadside (inscription OD possibly in conjunction with E for development area or V for linking area) or by boundary stones. The road traffic-legal thoroughfare (yellow local sign) is defined according to the criteria of the StVO and is therefore not always identical with the road-legal thoroughfare.
This is an ex officio procedure. Road authorities/municipalities can apply for a change or initial designation of a local thoroughfare.
The road construction authority and the municipality are consulted before the decision is made.
