The Land list for an individual Land and the joint list for all Länder must each be submitted to the Federal Returning Officer.

After the election day has been determined, the Land returning officers shall make a public announcement calling on voters to submit their nominations to the Federal Returning Officer as early as possible and draw attention to the requirements for the submission of nominations pursuant to Section 2 (1) and Section 8 of the European Elections Act. The nominations should be submitted in two copies in accordance with the models in Annexes 12 and 13 of the European Elections Act. They must contain

Election proposals from parties and political associations that are not represented in the European Parliament, the German Bundestag or a state parliament with at least five members must be signed by a minimum number of eligible voters:

  • individual state lists: supporting signatures of 0.1 percent of eligible voters in the relevant federal state (maximum of 2,000 eligible voters)
  • joint lists for all federal states: supporting signatures of 4,000 eligible voters.
