Parties and other political associations based in the Member States of the European Union may submit nominations for the European elections. A list can be submitted for a single federal state or a joint list for all federal states.
The Land list for an individual Land and the joint list for all Länder must each be submitted to the Federal Returning Officer.
After the election day has been determined, the Land returning officers shall make a public announcement calling on voters to submit their nominations to the Federal Returning Officer as early as possible and draw attention to the requirements for the submission of nominations pursuant to Section 2 (1) and Section 8 of the European Elections Act. They shall announce where and by when the nominations must be submitted and draw attention to the provisions on the content and form of the nominations, the number of signatures, documents and evidence to be provided in certain cases and the declarations, records and assurances to be submitted with the nominations (Sections 9 and 11 of the European Elections Act).
