Purpose

The purpose of care support centers is to advise people on all issues relating to care and to coordinate the assistance and support services available to them in order to ensure that they receive the best possible care and support close to home.

In order to strengthen local structures, the Bavarian State Ministry of Health, Care and Prevention supports local authorities (rural districts, independent cities, districts) as providers of care support points with funding programs: On the one hand, since November 2019 with one-off start-up funding and networking support and, since January 2021, with the possibility of regular funding for the operation of ongoing care support centers.

The purpose of the funding is to support the establishment of new care support centers and to strengthen the networking and knowledge transfer of all care support centers. The aim is to ensure a long-term, nationwide range of advice services for people in need of care.

Eligible costs

Start-up funding: New care support centers can receive one-off start-up funding for their establishment. Funding is provided for one-off expenditure on material resources for care support centers that are initiated from 2019 onwards. Material expenses that are not covered by other cost bearers are eligible for funding.

Material expenses eligible for funding include in particular

  • Expenditure on office equipment and business supplies,
  • training costs,
  • Expenses for public relations work,
  • expenditure on quality assurance,
  • pro rata rent (including ancillary costs),
  • pro rata costs for the purchase and maintenance of a motor vehicle for outreach counseling.

Networking funding: Existing and new care support centers can receive funding for networking and knowledge transfer measures. These can be in particular

  • Training courses,
  • specialist events.

Regular funding: Eligible for funding are personnel and material expenses incurred by the local authority as a result of participating in the sponsorship of the care support center.

Type and amount

Start-up funding:

  • The funding lump sum is a one-off amount of up to EUR 20,000 for material expenses.
  • A one-off grant of EUR 3,000 is possible if there is a physical connection to a specialist center for caregiving relatives, which must be proven by a corresponding certificate; this can be used for material and personnel expenses.

Networking funding: The funding lump sum is up to EUR 15,000 per measure.

Regular funding:

  • The funding lump sum is up to EUR 20,000 per year for a full-time specialist. Only the municipal share is eligible, up to a maximum of one full-time position.
  • If there is a physical connection to a specialist center for caregiving relatives, which must be proven by a certificate from the specialist center for caregiving relatives, the lump-sum grant is increased by up to EUR 3,000 per year for a maximum of three years.

The grant is awarded as fixed-amount funding as part of project funding.

Start-up funding and networking support: Care support centers as defined in SGB XI are eligible for funding.

Regular funding: The prerequisite for funding a care support center is that

  • a specialist financed (proportionately) by the local authority must work at least 50% of the collectively agreed working hours of a full-time employee of the provider at the care support center,
  • the specialists receive further training and supervision/practical advice,
  • cooperation takes place primarily with the providers of care, support and nursing care for people with care needs and the advice centers (especially the specialist centers for caregiving relatives) as well as with the relevant authorities and agencies in the respective region,
  • the care support center is regularly accessible,
  • it is externally recognizable as a care support point and
  • home visits are carried out.

  • Application for the establishment of a care support center in accordance with Annex 1 of the framework agreement on the work and financing of care support centers pursuant to Section 7c (6) of the German Social Code (SGB) - Eleventh Book (XI) in Bavaria

The application for funding must be submitted in writing or electronically to the Bavarian State Office for Nursing. The forms provided must be used.
