Minimum safety altitude for flights under visual flight rules; application for permission to fly below this altitude

For flights for special purposes (e.g. aerial photography flights, film flights), permission may be granted to fly below the minimum safety altitude.

Except when it is necessary to fly below this altitude for take-off or landing, the minimum safety altitude to be observed when operating aircraft under visual flight rules is 300 m (1 000 ft) above the highest obstacle within 600 m of the aircraft over cities, other densely populated areas and outdoor congregations. In other cases, the altitude is 150 m (500 ft) above the ground or water or 150 m (500 ft) above the highest obstacle within a radius of 150 m (500 ft) around the aircraft.

Upon request, the air authorities may grant permission to fly below the minimum safety altitude for special purposes (e.g. aerial photography flights, film flights).

Permission can only be granted at our discretion if, in particular

safe flight operations are guaranteed,
dangers to the general public can be ruled out,
adequate protection against aircraft noise is taken into account and
careful treatment of nature and the landscape is ensured.

This public interest and the applicant's interest in carrying out the project (purpose of the flight) must be weighed against each other. Decisive factors include the intensity, the location and the date of the project.
