The amendment of the association's mission, the accession and exclusion of association members and their withdrawal, termination for good cause, the dissolution of the special-purpose association and any amendment to the articles of association of a compulsory association require the approval of the supervisory authority. The supervisory authority shall officially publish the measures requiring approval and notification, including the necessary approvals, in its official gazette. The resolution to take on additional tasks or to amend the association's articles of association to the effect that the special-purpose association should become the employer of civil servants requires the consent of the affected association members. The resolution on joining or leaving the association requires an application by the party concerned. An exclusion is only permissible for good cause.

Each member of the Association may terminate its membership for good cause.

If a corporate body replaces previous association members in the special-purpose association as a result of changes in the existence or area of responsibility of previous association members, it can be excluded by the special-purpose association or unilaterally declare its withdrawal from the special-purpose association up to three months after the change takes effect with a simple majority of the number of votes as per the articles of association.

The supervisory authority shall inform a compulsory association if the reasons for its compulsory formation have ceased to exist.
