Testing center for conducting theory examinations for remote pilots; application for recognition

If you want to offer theory examinations and refresher training for remote pilots, you need a permit. You can apply for this from the Federal Aviation Office.

The Luftfahrt-Bundesamt (LBA) designates test centers that are authorized to conduct theory tests and refresher training for remote pilots in the open category (A2) and the special category (STS). You can apply to the LBA to designate your organization or individual company as a test centre.

You can be designated as a test center for one test category, i.e. either A2 or STS, or for both.

Designation as a test center is limited to 2 years in each case.

In addition to the initial application for designation, you can also apply to the LBA:

Changes to your designation as a test center
Extension of your designation as a test center

You apply for designation as an inspection body as
- organization or
- sole proprietorship.
You cannot apply for designation as a natural person.

- Proof of ownership of the main operating site, e.g. rental agreement, lease agreement or land register entry
- If you use other business premises: Annex 2 Other business premises. You can download a form from the LBA website.
- Management manual, including any associated annexes

In the event of changes to the current designation, it depends on the nature of the changes whether evidence is required.

The LBA does not require any evidence when renewing a designation. However, if you are also applying for changes with your renewal, evidence of the changes may be required.

You can apply to be designated as a test center online.

Call up the online application on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information.
Upload the required documents and submit the application.
The LBA will check your application.
You will receive
- a notification of fees and
- a notice of approval with a certificate or
- a rejection notice.
You pay the fees.

Fee for initial application for designation as a test center. The Aviation Administration Cost Ordinance (LuftkostV) provides information on the exact amounts. You will receive a notification with a QR code for payment.
Fee: EUR 1,000 - EUR 3,500

Fee for changing a designation as a test center. The Aviation Administration Cost Ordinance (LuftkostV) provides information on the exact amounts. You will receive a notification with a QR code for payment.
Fee: EUR 35 - EUR 525

Fee for renewal of a designation as an inspection body. The Aviation Administration Cost Ordinance (LuftkostV) provides information on the exact amounts. You will receive a notification with a QR code for payment.
Fee: EUR 500 - EUR 2,000
