If you want to operate flights to Germany as a foreign airline, you must apply for approval of an aviation security program under certain conditions.
Foreign airlines that operate flights within the European Union (EU) must create and develop an aviation security program. The aviation security program describes measures that an airline applies to ensure safe air traffic. This serves in particular to prevent aircraft hijacking, acts of sabotage and terrorist attacks.
As a foreign air carrier intending to use commercial airports in the Federal Republic of Germany, you must draw up an aviation security program and submit it to the Federal Aviation Office (LBA) for approval.

How long is the approved aviation security program valid?
An approved aviation security program for foreign air carriers is valid indefinitely.
However, at the latest 5 years after approval, it will be checked whether the aviation security program still complies with the then applicable regulations.
You are therefore obliged to report all changes to the aviation security program to the Luftfahrt-Bundesamt on an ongoing basis.

To apply for approval of an aviation security program, please proceed as follows:
Fee: EUR 500 - EUR 5,000
The fee depends on the size of the aircraft and the content of the aviation security program.
There is no deadline.
Air carriers are obliged to report all changes affecting the aviation security program to the Federal Aviation Office.
If you, as a foreign air carrier, wish to change your aviation security program, these changes must be approved by the Federal Aviation Office.
If you, as a German airline, wish to change your aviation security program, these changes must be approved by the Federal Aviation Office.
