Procedure details

To ensure secure transportation within the European Union (EU), there is a secure supply chain. This serves in particular to prevent acts of sabotage and terrorist attacks.

German companies that transport or otherwise handle goods within the EU as part of the secure supply chain must apply to the Luftfahrt-Bundesamt for one of the following statuses:

  • regulated agents
  • known consignors
  • transporters

Aviation security equipment must often be used to fulfill the tasks associated with the status. Aviation security equipment includes, for example, explosives trace detectors, metal detectors or X-ray equipment. The aviation security equipment used must be approved by the Federal Aviation Office.

This also applies to aviation security equipment used for security measures to protect areas provided by airlines. You must submit an application for the approval of aviation security equipment and an on-site approval inspection will be carried out. As part of the on-site approval inspection, it is checked at your operating site whether the aviation security equipment is used in accordance with the requirements and regulations. It is also checked whether they meet the minimum legal requirements with regard to the detection of explosives or prohibited objects.

If the German Federal Aviation Office grants you approval for the aviation security equipment, you will receive a certificate of approval valid in the European Union (EU) for this aviation security equipment and the associated operating site. There is a separate approval notice for each piece of aviation security equipment used.

You must notify the Luftfahrt-Bundesamt of any changes to the aviation security equipment (hardware or software changes or similar). The Luftfahrt-Bundesamt will review these changes. A change to the aviation security equipment may require a new inspection by the Luftfahrt-Bundesamt. The approval of the aviation security equipment is then suspended until its proper functioning has been verified.

The approval of the aviation security equipment is valid until you apply for the return of the approval or the Federal Aviation Office revokes it.

You can apply for approval of aviation security equipment online:

  • Go to the federal portal verwaltung.bund.de and complete the online application.
  • Ideally, you should have already created a federal user account so that you can manage the application later.
  • First enter the applicant's details. This includes personal data and contact details.
  • In the next step, enter details of the operating site where the aviation security equipment is to be used. Enter the address and approval number (if already available) of the operating site, as well as the company name.
  • Then enter the details of the aviation security equipment. First enter the reason for the application. Then select the technology used for the aviation security equipment and provide further information on this. You can also upload further documents relating to the aviation security equipment (e.g. service report, radiation protection certificate). If further aviation security equipment is to be specified, you can do so.
  • If the information is complete, the Luftfahrt-Bundesamt will carry out a check and coordinate any open questions with you.
  • If the Luftfahrt-Bundesamt deems it necessary, an appointment will be made with the applicant or authorized person for an on-site approval inspection.
  • As part of the on-site approval inspection, the aviation security equipment will be checked by the Luftfahrt-Bundesamt. If this inspection is successful, you will then receive a certificate of approval from the authority.

Due to the amendment of the Aviation Security Fees Ordinance, new fee obligations have applied to the approval of security equipment since 01.02.2024.

The fees are based on the Aviation Security Fees Ordinance.

Possible payment methods are by giropay or bank transfer.

The approval of aviation security equipment (technical devices) is valid until the approval is returned or withdrawn.

The processing time may vary depending on the particular circumstances of each case. The Luftfahrt-Bundesamt will provide information on the status of processing on request. (1 to 60 working days)
