Procedure details

Companies that have a secure supply chain status approved by the Luftfahrt-Bundesamt must ensure that the security program for the operating sites is always up to date during the respective approval period.

The security program must therefore be continuously updated and submitted to the Luftfahrt-Bundesamt for approval of the change.

Changes to the safety program concern, for example

  • new legal framework conditions
  • Change of name of the company
  • Changes concerning security measures
  • Changes concerning the safety officers or the representative of the safety officers
  • Re-approval (extension) of an existing status

Note: You must also enclose a current safety program with your application for renewed approval. Return of an existing status:

If you no longer require the status for an operating site, for example because the activity there has been discontinued or the legal requirements can no longer be met, you must return the status.

Your changes may be reviewed as part of an on-site inspection. The basis for approval of the change or repeated approval (extension) is a safety program that corresponds to the current circumstances. Depending on the type of change notified, you will receive a notification.

You can apply to change the approval of a status for the secure supply chain online or by post or fax.

Online application:

  • Go to the federal portal verwaltung.bund.de and complete the online application.
  • Ideally, you should already have created a federal user account so that you can use it to manage the application later.
  • First enter the applicant's details. This includes personal data and contact details.
  • In the next step, enter details of the company's operating location for which the change is to be requested.
  • You also have the option of selecting whether you are applying for a change, a repeat approval (extension) or the return of an approved business location. If you wish to apply for a repeat approval, you can apply for a change at the same time.
  • In the next step, you enter the details for the change, repeat approval or return and upload the required documents.
  • In the case of changes affecting security officers or deputies, enter all relevant official data on the persons and make a corresponding declaration. Then upload the documents for the new security officers in the company.
  • For known consignors, regulated agents and transporters, also upload the letter of appointment.
  • For other changes, describe the changes in detail and upload the relevant attachments and evidence.
  • If the information is complete, the Luftfahrt-Bundesamt will review the application and coordinate any open questions with you.
  • When the Luftfahrt-Bundesamt has received all the necessary information on the application, an appointment for an on-site inspection will be arranged with the safety officer if necessary.
  • During the on-site inspection, the Federal Aviation Office will check the implementation of the measures described in the safety program.
  • If the Luftfahrt-Bundesamt determines that there are discrepancies between the submitted safety program and the actual processes, it is possible to correct the submitted safety program or the actual processes.
  • Depending on the type of change notified, you will receive a notification from the authority once the procedure has been completed. If necessary, the data to be published (e.g. in the Union database on supply chain security) for the operating site will also be adjusted.

By post or fax:

  • Call up the forms for the relevant status on the website of the Luftfahrt-Bundesamt.
  • Complete the forms and attach the required supporting documents.
  • Send all documents to the Luftfahrt-Bundesamt.
  • You will receive confirmation that your application has been received.
  • The Luftfahrt-Bundesamt will check the facts of the case. If anything is unclear or information is missing, the Luftfahrt-Bundesamt will contact you.
  • The application can also initially be submitted informally. You will then be asked by the Luftfahrt-Bundesamt to submit the necessary evidence or forms required for processing the application.
  • If necessary, an appointment for an on-site inspection will be arranged with the safety officer.
  • During the on-site inspection, the implementation of the measures described in the safety program will be checked by the Luftfahrt-Bundesamt.
  • If the Luftfahrt-Bundesamt determines that there are discrepancies between the submitted safety program and the actual processes, it is possible to correct the submitted safety program or the actual processes.

Due to the amendment of the Aviation Security Fees Ordinance, new fee obligations have applied since 01.02.2024 for the change and extension of your status as a secure supply chain entity.

The fees are based on the Aviation Security Fees Ordinance.

In the case of a repeat authorization, the authorization is again limited to a maximum of 5 years. If the authorization is changed, the authorization period does not change.

The processing time may vary depending on the particular circumstances of each case. The Luftfahrt-Bundesamt will provide information on the status of processing on request. (2 to 16 weeks)
