The municipal authorities keep a list of eligible voters for each electoral district.
The municipalities create a list of eligible voters for each voting or electoral district by the 42nd day before the election. The eligible voters entered in this list receive an official polling card with all information about the place and time of voting as well as a form for applying for a polling card at the latest three weeks before the election if the eligible voter wishes to vote by post.
Every person entitled to vote also has the right to check the accuracy or completeness of their personal data entered in the electoral roll on working days, except Saturdays, from the 20th to the 16th day before the vote during general opening hours. In order to check the accuracy or completeness of the data of other persons entered in the electoral roll, eligible voters only have the right to inspect the electoral roll during the aforementioned period if they can credibly demonstrate facts which may indicate that the electoral roll is incorrect or incomplete. The right of inspection does not apply to the data of eligible voters for whom an information block has been entered in the register of residents in accordance with Section 51 of the Federal Registration Act. Anyone who has not been included in the voters' register for a reason for which they are not responsible will receive a polling card on request.

Each political party can submit an election proposal (state list or district election proposal). District election nominations (at constituency level) may also be submitted by individual voters or groups of voters.
The first mayor and members of the municipal council are generally elected for 6 years. Depending on the size of the municipality, 8 to 80 municipal council members are elected.
The Bavarian State Parliament and the district assemblies are elected for a term of five years.
Depending on the election or vote, the district administrative authorities are the seat of the electoral bodies at district level. They support the electoral bodies in carrying out their activities.
