The governments advise local authorities on general technical issues relating to the preparation of urban land-use plans and the preparation and implementation of specific urban development projects. The spectrum includes the designation of residential and commercial areas, measures to revitalize inner cities, the conversion of inner-city brownfield sites and individual projects that are significant in terms of urban development, architecture and the preservation of historical monuments. Examples can also be used to help municipal decision-makers.
Currently important topics in urban development are strategies for coping with climate change and demographic change as well as ensuring resource-conserving and space-saving development. For further information, see "Further links".
In complex situations, it is often expedient to use an informal planning level in addition to the legally regulated urban land use planning (land use and development plan). Here, individual spatially definable areas or factual problem areas (e.g. traffic, green spaces, urban structure) can be examined in greater depth. The initially increased effort is more than compensated for by the subsequent faster identification of objectives and implementation in legally binding urban land-use plans. Wrong decisions can be prevented, time and money saved and investment security increased. The implementation of urban development measures generally requires an integrated development concept.
The urban development competition is the most suitable procedure for obtaining the widest possible range of alternative solutions for an urban development task. Planning alternatives can be identified, particularly in the case of problematic framework conditions and competing demands. The governments advise local authorities on fundamental issues in the run-up to the competition. Information is also available from the Bavarian Chamber of Architects.
Model plans by local authorities, such as urban development framework plans for special spatial and thematic situations or urban development competitions, can be funded with planning grants from the Bavarian State Ministry of Housing, Building and Transport. The government provides technical advice during the preparation and implementation phase.
