Persons legally established as authorized certifiers for stability in a member state of the EU or an equivalent state must notify the Free State of Bavaria of the commencement of their activities prior to the first-time provision of services in the Free State of Bavaria on a temporary and occasional basis

The list of foreign persons authorized to provide evidence of stability is kept after notification,

  • if the activity of the authorized inspector for stability is regulated in the country of establishment, anyone who is established in an EU member state or a country treated as such and has completed the training and/or professional experience required in that country in order to be allowed to prepare stability certificates for all buildings.
  • In the case of activities not regulated in the state of establishment of the person authorized to provide proof of stability who
    • has completed a course of study of at least 6 semesters standard period of study in civil engineering at a university/college in an EU member state or a state with equivalent status and
    • after completing their studies, have been employed full-time for at least one year during the previous ten years in an EU Member State or a country treated as such in the practical preparation of stability certificates.

  • The following documents are required:
    • Proof of identity by photocopy of identity card or passport
    • Proof of sufficient insurance cover for the area of application in Germany
    • In the case of activities regulated in the country of establishment of the person authorized to provide evidence of stability:
      • Proof of training and/or professional experience
      • Confirmation from the competent body (authority/chamber) that the establishment as an authorized inspector for structural safety is legal and that the activity as an authorized inspector for structural safety is not prohibited, not even temporarily.
    • If the activity of the authorized inspector for stability is not regulated in the country of establishment:
      • Proof of studies in civil engineering by photocopies of degree certificates / diplomas, certificates and diploma supplement including overview of subjects
      • Proof of practical experience of at least one year, including the preparation of stability certificates (project list, work references)

    If the required documents were not issued in German, an additional translation by a publicly appointed and sworn translator.

The notification must be submitted in text form to the Bavarian Chamber of Civil Engineers before the service is provided for the first time.

The documents are then examined by the registration committee of the Bavarian Chamber of Civil Engineers.

The Bavarian Chamber of Civil Engineers issues a certificate of entry in the register for a limited period of five years, which can be extended on request.

If the requirements are not met, the preparation of stability certificates may be prohibited.

  • Certificate of entry in the list of external authorized persons: EUR 40.00
  • If the activity is prohibited: 350.00 EUR

The notification must be made before the service is provided for the first time.
