The Free State of Bavaria grants subsidies to support specialist counselling centers for domestic and/or sexualized violence.

Women and their children affected by gender-specific domestic and/or sexualized violence as well as children and adolescents affected by sexualized violence need an outpatient counselling service that addresses the violence they have experienced and provides psychosocial counselling and support. The purpose is to support a nationwide range of counselling and support services for women affected by domestic and/or sexualized violence and their children as well as children and adolescents affected by sexualized violence through state funding.
Specialist advice centres that advise women and their children affected by domestic and/or sexualized violence as well as children and young people affected by sexualized violence can receive a grant to carry out the tasks described in No. 2.4.1 of the guideline.
The central associations of non-statutory welfare services in Bavaria or providers of specialist advice centers that are members of a central association of non-statutory welfare services in Bavaria are eligible to apply for and receive funding.
Personnel expenses for the necessary specialists for counseling women and children or the costs for further training, supervision and public relations work are eligible for funding. Personnel expenses for the areas of prevention, management/leadership and administration are also eligible for funding; for the prevention work, management/leadership and administration, funding can also be provided for freelance staff or, in the case of administration, a purchased service is also eligible for funding.
If a branch office is maintained, personnel and material expenses are eligible for funding.
The state grant is awarded as part of project funding in the form of fixed-amount financing.
In the case of personnel cost funding for specialist staff for women, children and young people, the grant amounts to up to €32,950 per full-time position per year. A full-time position is defined as a position with regular weekly working hours in accordance with the applicable collective agreement of the grant recipient, provided these are between 38.5 and 40.1 hours per week. In all other cases, a number of hours per week of 40.1 is to be taken as a basis. In the case of a specialist who is not employed continuously for the entire year or who works part-time, the personnel expenditure subsidy is granted on a pro rata basis.
The maximum grant for material costs is EUR 2,381 per year. Fee costs of a maximum of EUR 80 per hour are eligible for funding in the context of further training measures or supervision. For external training measures, up to EUR 40 per day and person for meals and accommodation are eligible for funding.
The areas of prevention, management/leadership and administration can in any case be funded with a maximum of €20,639 per year per specialist advice center.
Each counseling center funded by personnel costs must have two specialist positions or a corresponding number of part-time employees for the counseling of women, children and adolescents, who ensure full-time staffing of the counseling center through job sharing; in addition, specialist staff must be available for the areas of prevention, management/management and administration; alternatively, freelance staff can also be employed in the areas of prevention, management/management and administration; in the area of administration, the service can also be purchased from external service providers.
Eligible professionals for the counseling of women, children and adolescents within the meaning of these guidelines are social pedagogues, social workers (e.g. qualified or graduated social pedagogues, BA degree in social work) as well as persons with comparable professional qualifications or relevant experience. Professionals who do not have the formal qualification criteria must be able to perform the tasks of a specialist advice center on the basis of professional experience and additional qualifications acquired in this context. The funding recipients are responsible for ensuring that the staff employed are sufficiently qualified for the tasks.
State funding is only provided if at least one local authority (district, independent city or municipality) contributes to the total expenditure of the specialist advice center.

The written application must be submitted to the government of Middle Franconia.
The provider of the specialist advice center applies to the approval authority for the first-time inclusion in the state funding, submitting the statements of the co-financing local authorities on the need. This authority forwards the application documents to the State Ministry for Family, Labor and Social Affairs. The latter decides on the basic acceptance of the provider for state funding.

A transitional period applies to the fulfillment of the personnel to be provided in accordance with No. 2.4. As long as this personnel is not fulfilled or only partially fulfilled during the transitional period, the state support according to No. 2.5.3.1.2 and 2.5.3.1.3 of the guideline is provided.

The Free State of Bavaria funds second-stage projects that support women and their children affected by domestic and/or sexualized violence in their social environment during the transition phase from staying in a women's shelter to living in their own home.
