The economic capacity of the municipality plays a role both in budgetary approvals and in the review of funding applications.
Municipal budget law protects municipalities from financial overfunding: the municipalities' long-term ability to pay must be maintained. In many cases, approval is therefore required from the legal supervisory authority, which is carried out by the state district offices in the case of municipalities belonging to districts.
However, financial capacity is also important when examining funding applications. This is because grants for investments may only be awarded if the provision of the necessary own contributions is ensured and the subsequent costs do not exceed the limits of the long-term ability to pay.
In appropriate cases, the district authorities issue an opinion on this.
