Civil servants entering the third qualification level in the administration and finance career path with a specialist focus on state financial administration are generally employed by one of the offices of the State Office of Finance. This authority is responsible, among other things, for the salaries of all active civil servants and the pensions of state pensioners, as well as setting salaries for employees (pay offices). A further focus is on providing legal advice to authorities and representing the state in legal disputes (Fiskalat). With the qualification obtained, there is also the opportunity to work for numerous special authorities such as the Administration of State Palaces, Gardens and Lakes, the State Lottery Administration and Real Estate Bavaria (property management). The course therefore deals primarily with civil service, pension, salary and collective bargaining law, budgetary law, cash management and accounting, administrative law and civil law. The subject catalog also includes skills such as communication, conflict resolution and time management. In addition, there is intensive instruction in the IT procedures used and the teaching of application-oriented programming skills.

Recruitment requirements:

  • Unrestricted entrance qualification for universities of applied sciences, subject-specific higher education entrance qualification, general higher education entrance qualification or a level of education recognized as equivalent by the Bavarian State Ministry of Education and Culture, Science and the Arts (e.g. master craftsman's examination and equivalent advanced vocational training examinations)
  • German citizenship or citizenship of another member state of the European Union or citizenship of Iceland, Liechtenstein, Norway or Switzerland
  • Age limit: not yet 45 years of age at the time of recruitment
  • Successful participation in the special selection procedure of the state personnel committee and in the separate selection procedure of the respective division

The study program first requires the establishment of a civil servant relationship on revocation with a Bavarian employer. This employer then assigns the civil servant to study at the university.

The prerequisite for establishing a civil servant relationship is first of all the passing of a state-wide selection procedure in which all applicants of a year group must participate.

Students receive free accommodation at the place of study during the theoretical part of their studies.
