In order to promote cooperation in care matters, working groups have been set up at local level (under the responsibility of the districts and independent cities) and at supra-local level (under the responsibility of the governments), in which the organizations, authorities and courts involved in the care of adults as well as caregivers are represented.
The care offices of the district administrations and independent cities are represented on these committees.
The guardianship authorities in the district offices and independent cities are involved in proceedings in which the local court has to decide on the appointment of a guardian as a legal representative.
The legal institution of guardianship exists for adults who are unable to manage their own affairs in whole or in part due to illness or disability.
