A stable and highly available radio connection is essential for the emergency services of authorities and organizations with security tasks (BOS). The availability of BOS digital radio is not only required in the open field, but also inside buildings.

Digital object radio supply systems (OV systems) are building radio systems that are set up and operated on the basis of the TETRA radio standard. They are used where the BOS digital radio network is not available with sufficient signal strength inside buildings.

The building owner or operator is responsible for the planning, installation and operation of an OV system. As part of a building permit procedure or due to other public-law regulations, they may be obliged to install or retrofit an OV system. The design of the public safety radio system is generally based on the specifications of the requesting BOS.

For general questions on public radio systems and the public radio notification procedure in Bavaria, your central point of contact is the Authorized Service Bavaria (AS BY).

The AS BY supports the notification procedure specified or prescribed by the Federal Agency for the Digital Radio of Authorities and Organizations with Security Tasks (BDBOS).

By determining the connection to the BOS digital radio network and checking by means of radio measurement whether the specified parameters have been complied with during the installation of public safety radio systems, AS BY ensures that public safety radio systems are integrated into the BOS digital radio network with as little interference as possible.

The functional acceptance of the OV systems is always the responsibility of the requesting BOS.

The installation or retrofitting of an object radio system may be required as part of a building permit procedure or due to other public law regulations.

The following stages must be passed through as part of the BDBOS notification procedure for public address systems:

  • Stage 4: Planning of the OV system by the client or operator
  • Stage 5: Approval of frequency use by the BDBOS/BNetzA
  • Stage 6: Construction of the repeater station by the client or operator
  • Stage 7: Checking of the specified parameters (Stage 3) by the AS BY - Acceptance of the public radio system by the requesting authority (local BOS)
  • Stage 8: Confirmation of commissioning by the AS BY
  • Stage 9: Confirmation of commissioning and frequency use by the BDBOS

The progress, the specifications and the realization data of the OV systems are continuously documented across all stages in the notification form specified by the BDBOS.

The deadlines from the building permit must be observed.

After the BDBOS / BNetzA has issued the frequency determination notice, the functional acceptance of the fixed radio system must have taken place within 12 months, otherwise the extension must be applied for at least 1 month before the deadline expires.

The application procedure is divided into nine stages, which are passed through one after the other. The average duration of the 9-stage notification procedure is 6 to 12 months, depending on the planning and construction phase of the OV system.

AS BY is a state service provider in the sense of a central point of contact. Formally, a contract is concluded between the operator and the BDBOS for the operation of an object radio coverage system. Frequency use is approved by the BNetzA. Objections can be raised in accordance with the notifications from these authorities during the overall process.
