Pupils with a non-German mother tongue who have immigrated to Germany and have little or no knowledge of German initially attend a German class - as far as this is organizationally possible. German classes provide intensive language support, values education and cultural education. The aim is to prepare pupils in such a way that they can then follow lessons in a regular class in the year group in which school-age children of the same age are placed.

Teaching in German classes for the school types in question comprises several hours per week of "language and learning practice", which are shown in the timetables for the individual year groups of the German classes (see Annex 2 to Section 9 GrSO and Annex 2 to Section 11 MSO). "Language and learning practice" includes flexible language and learning support and other cultural education activities. In the area of "language and learning practice", the acquired skills are practiced, deepened and applied in concrete situations. In order to achieve this goal, employees are employed in addition to the teaching staff deployed or cooperation agreements are concluded with external partners who provide their qualified staff for this purpose.

Within the framework of the budget funds made available, schools can apply to the district governments to employ people for "language and learning practice" in German classes and to conclude cooperation agreements with external partners.

The schools submit the recruitment documents to the government via the responsible state education authority. Before applying for employment or a cooperation agreement, an application for approval of hours for language and learning practice must be submitted to the government via the state education authority. The government draws up the employment contract or cooperation agreement and arranges the payment of remuneration.

The application documents should be submitted to the government in good time before the intended start of employment so that the contract can be drawn up and the remuneration paid or the personnel costs reimbursed in the case of cooperation agreements in good time.

Upon submission of complete recruitment documents, contracts will be drawn up as quickly as possible.

Staff employed in the "Language and Learning Practice" can only commence work after the hours have been approved and, in the case of individual employment contracts, only after an extended certificate of good conduct has been submitted and a fixed-term agreement has been signed.

Persons born after 1970 may only commence employment if proof of adequate measles protection has been provided in accordance with Section 20 (9) of the Infection Protection Act (IfSG).
