Relocating authorities is a key instrument of active structural policy. They create secure jobs, serve as a model for the economy and strengthen the infrastructure of rural areas. They help to equalize the different rates of development in urban and rural areas. They also promote and ensure equal living and working conditions. This fulfills the constitutional mandate from Article 3 Paragraph 2 Sentence 2 of the Bavarian Constitution.

In 2015 and 2016, the state government decided on the first stage of the relocation of authorities with the concepts "Regionalization of administration" and "Structural concept - opportunities throughout the state" with jobs for more than 2,500 employees and study places for 930 students. For the new government locations, priority was given to regions that are located in areas with a particular need for action and have not already received extensive funding as part of the university initiatives. Conversion communities were also taken into account and additional structural impetus was provided for the administrative districts of Middle Franconia and Lower Bavaria.

Across Bavaria, 60 authorities and state institutions with 2,025 employees will have started operations by the end of 2024. That is around 91% of the relocation projects.

The success story of the relocation of authorities is being continued with the "Relocation of authorities Bavaria 2030 2nd stage" concept. In this context, a total of 2,670 jobs for employees and study places for 400 students were approved. By the end of 2024, operations could already start with 515 employees at eleven of 14 authorities and state institutions.

The number of employees already working on site shows that relocating authorities is more than just a good idea, but rather an example of a functioning and successful structural policy geared towards the needs of the people.

The first and second stages of the relocation of public authorities comprise 80 relocation projects. Within the first 15 years, jobs for around 5,200 employees and study places for 1,330 students will be relocated, with more than 3,680 jobs and 100% of the study places in rural areas. All of Bavaria's administrative districts will benefit according to their structural capacity.

Relocation of authorities only together with the employees

The state government is paying particular attention to the socially responsible organization of the relocations. There will therefore be no forced transfers to the new destinations. The personnel framework concept contains a whole package of monetary and non-monetary incentives to facilitate the relocation process for employees and authorities alike.
