In accordance with Art. 23 and 44 of the Bavarian Budget Code (BayHO), the Free State of Bavaria grants subsidies to support certain investment costs for the room and office equipment of private vocational nursing schools in accordance with these guidelines and the administrative regulations on Art. 23 and 44 BayHO.
Since April 1, 2020, the generalist training to become a nursing specialist has been taking place at newly established vocational schools for nursing. The introduction of the new type of school in place of the previous vocational schools for nursing, pediatric nursing and geriatric nursing and the associated switch to a financing system that is essentially laid down in federal law (Nursing Professions Act - PflBG; Nursing Professions Training Financing Ordinance - PflAFinV) should not put the school authorities in a worse position than would have been the case if the previous state law financing system had continued to apply.
The refinancing of investment costs for premises and office equipment is intended to cover financial gaps in the federal training allowance for nursing schools. Voluntary financial support is granted for this purpose within the scope of available budget funds.
The object of the funding is the operation of a vocational school for nursing.
The recipients of applications and funding are state-approved or state-recognized vocational nursing schools in Bavaria, provided that these institutions are legal entities under public or private law and operate on a non-profit basis (Art. 29 para. 2 BaySchFG analogously).
Eligible costs are expenses for items of office and business equipment, provided that these exceed the limit of Section 6 (2) EStG per item. In the case of consumer goods and consumables, proof must be provided on a case-by-case basis that they are items of office furniture and equipment and are not refinanced via the flat-rate training allowance pursuant to Section 30 (1) sentence 2 PflBG.
The grant for office and business equipment is provided as a non-repayable subsidy (project funding) as part of partial funding.
The maximum funding rate is 90 percent of the eligible expenditure. An own contribution of at least EUR 800 per item purchased, but at least 10 percent of the total eligible expenditure, remains with the sponsor.
The right to request further supporting documents is reserved.
Funding is granted upon application to the responsible local government.
Grants are approved by means of a written or electronic grant notification. As a rule, the approval period is the school year in accordance with Art. 5 Para. 1 Sentence 1 of the Bavarian Education and Teaching Act (BayEUG).
The subsidy for the acquisition or production costs for room and office equipment is paid out on November 15 of the funded school year.
The application for expenditure on room and office equipment must be submitted to the responsible government no later than July 1 before the school year for which funding is provided.
If the school year of a vocational school for nursing differs from the school year pursuant to Art. 5 Para. 1 BayEUG (August 1 to July 31 of the following calendar year), the application must be submitted no later than one month before the start of the school year.
No purchase will be refinanced that was already made in the current school year, i.e. before the application was submitted.
Consumer goods and consumables may not include teaching and working materials or office and school supplies.
The applicable public procurement regulations must be complied with when procuring items.
Funding is granted for the rental costs or comparable transfer fees for school premises of private - state-approved or state-recognized - vocational schools for nursing.
For municipal vocational schools, the state grants a subsidy for teaching staff (teaching staff subsidy).
An operating subsidy is granted for the necessary personnel and school expenses of private - state-approved or state-recognized - vocational schools.
Sponsors of private secondary schools, grammar schools, Waldorf schools (from year 5), vocational schools and secondary schools can receive voluntary state grants for necessary construction measures approved by the school authorities.
