Purpose

Demographic change, changing family structures and the heterogeneity of the individual life situations of older people require modern measures for a self-determined life in old age. The overall municipal senior citizens' policy concepts form the basis for new communities of responsibility in the sense of "caring communities". Senior-friendly structures in the municipalities, flexible assistance services and senior-friendly, outpatient forms of living take account of the overwhelming desire of older people to be able to spend their lives at home, or at least as if they were at home, even if they need support.

In line with these needs, the purpose of the grant is to promote the implementation of modern measures for a self-determined life at home or as at home in old age in Bavaria. This also corresponds to the principle of "outpatient before inpatient".

Object

Within the framework of the guideline for the promotion of measures for self-determined living in old age (Förderrichtlinie Selbstbestimmtes Leben im Alter - SeLA) , the following measures for self-determined living in old age, which take into account the needs of older people, are generally supported with start-up funding upon application: Neighborhood concepts suitable for senior citizens, neighborhood assistance supported by civic engagement, housing counseling centers, community-oriented forms of living in old age, such as retirement home communities or intergenerational forms of living, as well as other innovative measures with a model character for self-determined living in old age.

Recipients of funding

Recipients of funding are initiators of contemporary measures for self-determined living in old age.

Eligible costs

  • Personnel and material expenses for a specialist in the scope of up to half a position for the development, coordination and organization as well as continuous professional support of the measure and related appropriate material expenses.
  • reasonable expenses for external consulting services for coordination and organization as well as for temporary professional support, e.g. for a moderator who, for example, brings together the residents of an intergenerational form of housing and manages the coexistence and

  • Additionally for community-oriented forms of housing: reasonable expenses for equipment for communal areas that are suitable for the special needs of older people or are conducive to community life.

Type and amount

  • The funding is approved as fixed-amount funding within the framework of project funding.
  • The approval period is a maximum of two years, for senior-friendly neighborhood concepts a maximum of four years (start-up funding); annual follow-up funding can be granted for senior-friendly neighborhood concepts implemented in financially and structurally weak communities.
  • The grant amounts to
    • up to EUR 10,000 for new measures, such as
      • Neighborhood assistance supported by civic engagement
    • up to EUR 40,000 for new measures such as
      • Community-oriented forms of housing for the elderly,
      • housing advice centers,
      • other innovative measures with a model character for self-determined living in old age
    • up to EUR 80,000 for
      • Neighborhood concepts suitable for senior citizens (start-up funding) and up to EUR 20,000 for annual follow-up funding if the measure is implemented in a financially and structurally weak municipality.
  • However, the grant amounts to a maximum of 90% of the total eligible expenditure, i.e. at least 10% of own funds (10% of the total eligible expenditure) must be contributed for each project grant.

  • Application with a concept (description of the measure) showing the purpose of the project, the planned structures (in particular statements on the status of planning, premises, organization, staffing, staff qualifications and civic involvement) as well as the development perspective and sustainability; the presentation of sustainability is not required for senior-friendly neighbourhood concepts that are implemented in a financially and structurally weak municipality,
  • Cost and financing plan for the overall financing
  • If applicable, a medium-term financing plan for the first year after the start-up funding expires (how will the project be financed after the funding expires)
  • An endorsement from the local municipality, if it is not the applicant itself

  • Application documents
    • Application completed in full and signed by the authorized representative(s) with the attachments listed therein

  • The application must be submitted in full in writing or electronically to the Bavarian State Ministry for Family, Labor and Social Affairs, Department III 1, using the forms available there. The application must be signed by the person(s) named in the application as authorized representatives.
  • The Bavarian State Ministry for Family, Labor and Social Affairs will generally decide whether the concept is eligible for funding. If the budget is not sufficient to approve all applications that meet the eligibility requirements, they will be prioritized. Applications are forwarded to the Zentrum Bayern Familie und Soziales (ZBFS) in Bayreuth for the funding procedure. The ZBFS decides on the application once the budgetary review has been completed.
