In 1974, following a decision by the state parliament, an Aircraft Noise Protection Officer (FLSB) was appointed at the Northern and Southern Bavaria Air Authorities on the basis of §§ 29 Para.1 and 29b Para.2 of the Air Traffic Act (LuftVG). The aircraft noise protection officers are contact persons and mediators between the population affected by aircraft noise, the air traffic and airport companies, the aviation authorities and the air traffic control organizations.

Within the framework of the tasks for which the aviation authorities are responsible for enforcement, the aircraft noise abatement officers must participate in or initiate all measures that are necessary and expedient to prevent avoidable noise during the operation of aircraft in the air and on the ground and to limit the propagation of unavoidable noise if this is necessary to protect the population from hazards, significant disadvantages and considerable nuisance caused by noise.

In particular, the aircraft noise protection officers fulfill the following tasks:

  • Receiving, investigating and responding to general complaints and inquiries on the subject of aircraft noise. To this end, the FLSB assesses the enquiry/complaint and responds to it within a reasonable period of time.
  • If the enquiry/complaint also falls within the remit of another body, the Aircraft Noise Abatement Officer will involve the competent other body and, if necessary, the licensing authority, the air traffic and airport companies and/or the air navigation service provider, insofar as data protection permits.
  • If an enquiry/complaint cannot be answered comprehensively in this way, the FLSB will also inform the petitioner of the competent body with contact details.
  • If the Aircraft Noise Abatement Officer is unable to provide an answer from his own knowledge and if the petitioner has given his written consent under data protection law, he forwards the enquiries/complaints to the competent body and informs the petitioner accordingly. Otherwise, the Aircraft Noise Abatement Officer will inform the petitioner of the competent body with contact details.

The Aircraft Noise Abatement Officers can be contacted as follows:

  • Luftamt Nordbayern (responsible for the administrative districts of Upper Palatinate, Upper, Middle and Lower Franconia)
  • Luftamt Südbayern (responsible for the administrative districts of Upper Bavaria, Lower Bavaria and Swabia)

In order to be able to react as effectively as possible to noise incidents, the aircraft noise abatement officer needs as precise information as possible about the noise incident (date, time, location, description of the aircraft, if possible with registration number, information about the flight path).
