The position of aircraft noise protection officer has been established at the air authorities to deal with citizens' noise problems.
In 1974, following a decision by the state parliament, an Aircraft Noise Protection Officer (FLSB) was appointed at the Northern and Southern Bavaria Air Authorities on the basis of §§ 29 Para.1 and 29b Para.2 of the Air Traffic Act (LuftVG). The aircraft noise protection officers are contact persons and mediators between the population affected by aircraft noise, the air traffic and airport companies, the aviation authorities and the air traffic control organizations.
Within the framework of the tasks for which the aviation authorities are responsible for enforcement, the aircraft noise abatement officers must participate in or initiate all measures that are necessary and expedient to prevent avoidable noise during the operation of aircraft in the air and on the ground and to limit the propagation of unavoidable noise if this is necessary to protect the population from hazards, significant disadvantages and considerable nuisance caused by noise.

In order to be able to react as effectively as possible to noise incidents, the aircraft noise abatement officer needs as precise information as possible about the noise incident (date, time, location, description of the aircraft, if possible with registration number, information about the flight path).
