The technical infrastructure is an e-learning platform, also known as a Learning Management System (LMS). At its core, it manages complex educational measures, courses, learning materials and user data. In addition to these basic functions, it also contains additional features such as the possibility of communication and collaboration between learners and tutors and the evaluation of educational measures.
The E-Learning Competence Center was founded at the Regensburg State Office of Finance to implement e-learning and blended learning. With the help of the Competence Center, e-learning is to be gradually integrated into the training and further education of employees. Its core task is to provide the necessary technology and to support the Bavarian authorities in the design of e-learning projects.

The Learning Management System (LMS) enables the functionalities for the implementation of e-learning via intranet/internet access and thus represents the central interface between course providers/lecturers and learners.
The courses can be used not only for the implementation of e-learning units and online training courses or for the administration of further training measures, but also include options for the exchange of information and collaboration between course participants.
The further development of every employee and "lifelong learning" are the central objectives of further training. Every employee must be given the opportunity for further training in order to provide support in the highly complex, technological world of work.
The Bavarian Virtual University promotes the development and cross-university use of digital courses at its member universities. It also offers free online courses for the general public.
