The purpose of alert planning is to alert the resources required for an emergency call, a specific situation, a specific object at a specific time and in the first access as quickly as possible and appropriate to the respective situation. For this reason, the most quickly available suitable resources must always be planned, regardless of existing administrative boundaries.

Alerting must be planned across the board. In addition to area-wide planning, object and event-related alarm planning should be created where necessary (e.g. operational planning for an industrial plant, railroad accident). The aim should be to create alert planning for vehicles and smaller organizational units (loops) in order to achieve the most demand-oriented alerting possible. Regardless of the alerting according to the alert planning, additional alerts are possible at any time.
The district administrative authorities are responsible for alert planning in fire and disaster control, while the special-purpose associations for rescue services and fire department alerting (ZRF) are responsible for alert planning for the rescue service. They are supported in this by the heads of the integrated control centers (ILS), the district and city fire councils, the heads of the professional fire departments, the commanders of the volunteer fire departments, those responsible for the rescue service, those involved in disaster control, the THW local representatives, all state and municipal authorities and the operators of facilities and equipment in accordance with Art. 8 Para. 2 of the Bavarian Disaster Control Act (BayKSG).
The units and facilities involved in civil protection also perform the tasks of protecting the population from the special dangers and damage that threaten in the event of defense. They are additionally equipped and trained for this purpose.
The task of the civil protection authorities is to avert disasters and take the necessary preparatory measures.
All disaster control authorities in Bavaria must, in particular, draw up and update general disaster control plans and, where necessary, special alarm and deployment plans, so-called special disaster control plans.
