A tethered balloon is a balloon filled with lifting gas or hot air that is directly or indirectly anchored to the ground, regardless of the dimensions and mass of the balloon envelope.
Tethered balloons with a tether length of more than 30 meters as well as kites and paragliders with a tether length of more than 100 meters require a permit from the responsible aviation authority for ascent or release.
The tether of tethered balloons and kites whose ascent requires a permit must be marked at intervals of 100 meters by red and white flags during the day and by red and white lights at night so that it can be seen from all directions by other aircraft.
It is prohibited to fly kites or operate kites at a distance of less than 1.5 km from the boundary of airfields.
The locally competent aviation authority may allow exceptions to the ban in individual cases if the requested use of the airspace does not pose a threat to public safety and order.
